Still need admin right to kick cheaters

We have a cheater using a wall hack who comes on most every day. Players don't vote to kick him when I start a kick vote. I ask for the right to command line kick cheaters.

We have a cheater that comes in and team stacks every map he plays. He needs to be removed from his station. Admins should not cheat.
