Modify Kharkov

As it is now it is just a rape map for whomever has the best helo anti inf weapons.

Suggestion:

1. Remove the helicopters with the machine guns. Leave the ones with the antitank missiles.
2. Move the artillery from the hill to the mainbases so they can be used to support attacks on the flags.
